Child Support is the financial support an absent parent must
provide to the parent raising the children for their care, support
and education.  Generally payments are made on a weekly,
twice-monthly or monthly basis and are based on the incomes of
both parents concerned.  Child support evasion is what occurs
when deadbeat parents intentionally do whatever they can to
avoid taking care of their children.  This can take place in many
forms:

• Child support evaders (deadbeats) can be habitual job
  hoppers - as soon as the parent trying to collect catches
  up with them they quit their jobs so that their pay checks
  can't be garnished. 
• The habitually unemployed - don't even think that it's
  important enough to obtain employment to help with the
  care and welfare of their children.   
• The under the table workers often get paid in cash and
  so they are much more difficult to track.  They don't have
  paychecks which can be garnished.
• The self-employed - will often report a much smaller
  income than they really have forcing an unsuspecting
  parent to accept much less in a child support payment
  and thereby denying their children a better quality of life. 
• The deadbeats who hide their income and assets under
  the name of others so that they cannot be tracked. 
• And make no mistake about it - the worse offenders are
  the affluent ones.  Generally, they have more people
  who are willing and able to protect them and more
  means to get away with it if they are caught.          

Doesn't the government help people to collect child
support?

There are systems in place for help from the government but as
anyone will tell you who has gone through the process -- all that
glitters is not gold.  The systems are outdated, caseworkers are
not always well-trained and they are almost always overworked.
The average caseworker has 800 cases to work on and in some
areas much more than that.  Child support arrears are
accumulating at a rate of $125 per second!!  It would take 182
years for all of the cases on the books today to be collected.  If
you do the math, let's face it - the majority of parents will never
see what's owed to them.  There are over $100 Billion dollars
owed to our nation's children!!   

How can we stop Child Support Evasion so that we can
keep our children out of poverty and give them the best
head start possible? 

• Increased awareness of the causes /effects of child
  support evasion on children and families.
• Educate the parents involved about their child support
  rights so that they are empowered to advocate for
  themselves and their children!
• Enforce remedies currently available for parents faced
  with child support evaders and create new solutions for
  parents and consequences for habitual evaders, ex:
  compelling the child support evader (by mandatory statute) to post a
  bond toward future missed child support payments to the family. 
• Warn all women and young girls to get to know the men
  and details about the men they are going to have a baby
  with.  Ideally of course, this would be done before baby.
  But better late than never.  Important information such
  as legal name, date of birth, social security number,
  banking institution and employer should be gathered in
  the event that a deadbeat must be tracked down.

If you're gonna play then you gotta pay (tm)!!  We can no longer
sit back and watch while two parents create a child but only one
remains to be a parent and provide the support needed.  It is not
fair to the children who are by law entitled to the financial level of
care that they would have had had the parents remained
together.  Child support evasion hurts children, it hurts families,
and it hurts the women who are left behind to tow the load on their own.
